2011-23824 Internet-Based Telecommunications Relay Service Numbering Rule In this document, the Federal Communications Commission (Commission) adopts rules to improve assignment of telephone numbers associated with Internet-based Telecommunications Relay Service (iTRS). These rules specifically address Video Relay Service (VRS), which allows individuals with hearing and speech disabilities to communicate using sign language through video equipment, and IP Relay, which allows these individuals to communicate in text using a computer.
