The President requested that EPA and NHTSA, on behalf of the Department of Transportation, develop, through notice and comment rulemaking, a coordinated National Program under the Clean Air Act (CAA) and the Energy Policy and Conservation Act (EPCA), as amended by the Energy Independence and Security Act (EISA), to reduce fuel consumption by and greenhouse gas emissions of light-duty vehicles for model years 2017- 2025. The agencies are developing the proposal based on extensive technical analyses, an examination of the factors required under the respective statutes and on discussions with individual motor vehicle manufacturers and other stakeholders. The National Program would apply to passenger cars, light-duty trucks, and medium-duty passenger vehicles (light-duty vehicles) built in those model years. 2011-08-09 2011 8 https://www.federalregister.gov/documents/2011/08/09/2011-19905/2017-2025-model-year-light-duty-vehicle-ghg-emissions-and-cafe-standards-supplemental-notice-of https://www.govinfo.gov/content/pkg/FR-2011-08-09/pdf/2011-19905.pdf Environmental Protection Agency; Transportation Department; National Highway Traffic Safety Administration 145,492,345 President Obama issued a Presidential Memorandum on May 21, 2010, concerning the development of a new generation of clean cars and trucks through innovative technologies and manufacturing.
