2010-12299 NVOCC Negotiated Rate Arrangements; Notice of Public Meeting Schedule Proposed Rule On April 29, 2010, the Federal Maritime Commission issued a Notice of Proposed Rulemaking (NPRM), which appeared in the Federal Register on May 7, 2010, proposing a new exemption for non-vessel- operating common carriers agreeing to negotiated rate arrangements from certain provisions and requirements of the Shipping Act of 1984 and certain provisions and requirements of the Commission's regulations.
