2010-10853 High-Cost Universal Service Support, Federal-State Joint Board on Universal Service, Lifeline and Link-Up Proposed Rule In this document, the Commission proposes targeted rule changes to help eligible consumers in Puerto Rico take better advantage of existing universal service low-income support programs. Specifically, the Commission asks whether it should provide additional Link-Up support to help offset special construction charges incurred by consumers when facilities must be built to provide them with access to voice telephone service.
