2010-10852 High-Cost Universal Service Support, Federal-State Joint Board on Universal Service, Lifeline and Link-Up Rule In this document, the Federal Communications Commission (Commission) concludes that dramatic increases in telephone subscribership in Puerto Rico over the last several years make it unnecessary to adopt a new high-cost support mechanism for non-rural insular carriers as proposed by Puerto Rico Telephone Company.
