The need for individuals capable of securing networks against attackers has never been greater. However, education and training institutions in the United States have found it difficult to keep pace with the growing need for cyber talent.Workforce shortages exist for almost every position within cybersecurity. There is a desperate shortage of people who can design secure systems, write safe computer code, and create the tools needed to prevent, detect, mitigate, and reconstitute from damage due to system failures and malicious acts. Innovative organizations are realizing that they need to tap into new talent pools of minorities and women that have historically been overlooked.That talent and diversity gap in the cybersecurity sector is evident in the Frankfort/Franklin County region. The Kentucky Capital Development Corporation, the quasi-governmental economic development arm of the City of Frankfort and Franklin County, is partnering with historically-black Kentucky State University to develop a certification program that will provide cybersecurity/IT education to regional residents.Working with training provider Interapt, a Louisville-based software and digital workforce development company, the project team will offer instructional programming designed to develop technical, business, and workforce readiness skills to address the talent and diversity gap in software and technology-related industries across Bluegrass Kentucky.The skills needed to enter the cybersecurity and IT industry are not dependent on higher levels of education. Immersive boot camps and other job training programs can provide the needed proficiency for entry-level positions. Frankfort and Franklin County must develop workforce development programs that prepares its residents, particularly minorities and women, to meet the demands for cybersecurity talent.Employment and Training Administration resources will support the roll-out of an immersive 12-week cybersecurity/IT training program. A cohort of 25 non-traditional students will receive in-depth instruction (at no cost) in network essentials, security fundamentals, and troubleshooting from Interapt. With a focus on diversity and inclusion, the program will provide traditionally overlooked individuals with the opportunity to develop foundational coding and programming skills. Following training, students will enter a registered Apprenticeship Program, approved by the U.S. Department of Labor. As apprentices, individuals will be placed in year-long engagements with Interapt or other partner companies (e.g., Ernst & Young, CVS). With a ce1tificate from Kentucky State University and on-the-job experience, graduates will be prepared to enter the cybersecurity/lT industry in entry-level positions. Historically, Interapt graduates have a 94% success rate in obtaining employment after completion the program.This workforce development opportunity will be supported by numerous partners:• Kentucky Capital Development Corporation will administer the program and coordinate stakeholder involvement; • The City of Frankfort and Franklin County will coordinate with Kentucky Capital Development Corporation to support recruitment efforts, particularly among minorities and women, across the region;• Kentucky State University will formalize a cybersecurity certification program and engage with Interapt to provide the training;• Interapt instructors will deliver cybersecurity curriculum to a cohort of25 students and place participants in apprenticeship opportunities;• The Bluegrass Area Workforce Investment Board will support student recruitment efforts on the front end and connect with companies across the region to hire trained cybersecurity workers;• State agencies, including the Kentucky Education and Workforce Development Cabinet - Office of Employment and Training and the Kentucky Labor Cabinet - Office of Unemployment Insurance, will showcase the cybersecurity training program as a model for other regions of the Commonwealth.The project will involve an evaluation component to measure program success.
