20 2022 House Pete Aguilar Aguilar Pete A000371 Democrat CA   Labor HHS Moving KVCR into the Future MOVING KVCR INTO THE FUTURE The funding will allow KVCR to produce at least 3 new shows. The funding helps to cover cost of the KVCR professional staff to mentor the students, taking what they learn in the classroom and provide practicum experience. Whatever they don’t learn in the classroom our staff will help to fill the gaps for the students’ learning experience. If the KVCR staff is available for the students it’s a stronger learning process for all the students that pass through our doors. Below is a breakdown of the potential number of students that may be impacted by this project. The students would not be selected by KVCR. The students from SBVC would be part of their lab hours or participation or volunteer hours. The other colleges would have to select the students from their program or interested interns in their departments. The students that participate either as crew, filmmakers, hosts, writers or producers will not forget their experience. Regardless if the student is taking a TV class as a onetime elective or the student who is committed to the Broadcast/Film field. They will be impacted by the experience and will not forget it and will most likely talk about it for years to come. If they get a degree, certificate or experience we are creating a learning playground for students who might not otherwise have the opportunity, and it’s right here in our region! Below are thoughts and comments of current and past students about their experience of having studio time available to them. This is the impact we can create when we produce shows for our community and with our students in the KVCR studio. o “I came here to Valley College so I can entertain people and give them a good time with media content that's great storytelling and high quality production values. It takes a lot of skill and experience to learn how to create that type of content. It would be to my benefit to have greater access to KVCR studios so I can achieve my goal.”o “This will benefit the students by opening up more real-world positions for them to gain experience and practice their new-found skills.”o “I think if KVCR was returned back to the school we could get more students in the studio and it would be a wonderful learning environment.”o “The students of San Bernardino Valley College want to be able to get the full production experience. If we were to have easy access to the studio, it would help us gain the hands-on practice we need in order to build a relationship with the studio environment; To help prepare the future generation of filmmakers.” o “Our overall success as students and as the promising future in the Film and Media Arts industry requires as much hands-on experience and substantial tangibility that the KVCR facilities offer.”o “I am an alumni student of the Film, Television, and Media department at San Bernardino Valley College. I had an amazing hands-on experience at Valley and getting to use the KVCR studio was an especially great experience. I had access to a space and equipment that is used in real world applications. Knowing that this space was available to me that had multi-cameras, lighting, green screens, live camera switchers, and teleprompters expanded my creative horizons.”o “Having PBS/NPR as an affiliate to KVCR makes the station a best practice laboratory for the students studying in the communications field. It provides them a real-world experience that prepares them for careers with the “ideal” work experience as opposed to giving them a “minimum” work experience.”o “I have taken almost every film class imaginable and have had two internships with the department. My first time stepping into the KVCR studio was this past semester. It has been great to get work experience in an industry level studio although I have learned a lot from these experiences. I wish that the students had easier access to the studio and the facilities of KVCR. This studio can serve as a training ground and create job ready students ready to enter the workforce and make themselves very marketable and qualified job candidates for a career in Television and Film.”o “I owe my entire career in the film industry to being able to work at an ACTIVE PBS AFFILIATE. In class learning is great, but being able to be around a professional broadcast station taught me invaluable lessons about professionalism and etiquette in the entertainment industry.”So many students in our Inland Empire region are students of color and low income, or may not have the grades to attend USC (not yet anyway). But the chance to learn at a PBS and NPR affiliate station is a wonderful opportunity that no other college in this region is able to offer. What a great program to offer our students in our region who may be from low income homes, maybe students of color who are excited to learn something new.TV Show #1Community Matters student involvement will include: A 15-member crew of students working along side our KVCR professional staff. I’m certain the 15 students would change from week to week or semester to semester. We would shoot the show for 45-48 weeks per year. Potential number of Students may range from 45-60 in a one-year period. Primarily students from SBVC.Host: A Community Leader would host the showProducer: Learn how to produce a show. All the ins and outs of what is needed from a producer to pull the show together, booking guests, sending out directions, contact information, content of the segment; collecting images, logos or video available to support their content. The Producer does a lot of logistic that are needed to make each episode work. (1 or 2 producers per show)Writer: The writer will learn to write the open (information about today’s show, who the guests are, their titles and what company of organization they are with), the bridge into the next segment and the close the show. This is the content the Hosts will need to read on the teleprompter. (1 writer per show)Camera (s): In Studio camera operators. We typically set up a 3-camera set. The Camera Operator will learn to run a camera in studio, making sure they know how to focus, zoom in, zoom out, stays in focus during a push, listens to the Director as he/she calls for camera shots. (3 cameras per show)Teleprompter: This person imports the scripts as provided by the writer. Makes any last-minute corrections or additions and runs the prompter for the Host to read. (1 Teleprompter per show)Audio Engineer: This person will mic all the guests, learning to dress a mic, hid cables when appropriate and get audio levels at the begging of the show and ride the control making sure audio levels stay good throughout the taping. (1 Audio Engineer per show)Tape Operator: (1 Tape Operator per show)Director: This is a KVCR staff position for now, but plans would be to work with a student who shows an interest in directing after working on the set and with a crew and gaining experience. Working with a student to cultivate this skill would be the goal. (1 Director per show)Technical Director: This position assists the Director and would be a likely candidate to try their hand at Directing (1 Technical Director per show)Floor Director: This position is on the studio floor making sure guests hit their marks. (1 Floor Director per show)Editor: This position would do post-production editing making sure the show is prepped and ready for broadcast. (1 Editor per show)News Reporter: This is a KVCR staff reporter for now, but plans to work students to cultivate this skill is the goal. (2 students)TV Show #2Higher Education TV project - new working title of show, Beyond the Grade Potential Number of Students may range from 90-250 in a one-year period. These students would be from all the colleges throughout the region, including SBVC students but not limited to SBVC students.This project is designed to highlight the stories of the two counties’ educational institutions. The subject matter may be about an outstanding student, staff, faculty, college issues, initiatives or projects, etc. The goal is to have several “stories” produced about each participating campus and submit to KVCR. Ideally if colleges or universities have a Media/TV/film program they will use their students to produce/shoot/edit the “stories.” This would provide students PBS TV credits for their resume/portfolio. While I understand not all schools have a Media/TV/film therefore they may use their staff to produce the “stories.” Another option is to use/hire former students who have gone through the San Bernardino Valley College program here at KVCR and utilize their skills as a hired producer/videograpgher/editor. Providing paid opportunities for students and former students. TV Show #3Short Flicks Potential Number of Students may range from 70-90 in a one-year period. These students would be from all the colleges throughout the region, including SBVC students but not limited to SBVC students.This project would be a showcase for student filmmakers in our region. We would work with student’s submission or former students’ films. Students would be used to “crew” and “host” the show. This would be a 26-week series, which would allow up to 52 short films to showcase, assume 2 films per half hour show. Filmmakers and student crew would get PBS TV credits added to their resume.
