Congress has the power to enact this legislation pursuant to the following: Article I, Section 8, cl. 1, To pay debts and provide for the common Defense and General Welfare of tthe United States. Article I, Section 8 cl. 3, To regulate Commerce with Foreign Nations, Among the Several States, and with the Indian Tribes. Article I, Section 8, cl. 18, To make all laws which shall be necessary and proper for carrying into Execution the powers enumerated under section 8 and all other Powers vested by the Constitution in the Government of the United States, or in any Department or Officer thereof. ____________________ |
