Congress has the power to enact this legislation pursuant to the following: This bill is enacted pursuant to the power granted to Congress under Article I, Section 8, Clause 3 of the United States Constitution (the Commerce Clause), which grants Congress the power ``to regulate Commerce with foreign Nations, and among the several States''; Article I, Section 8, Clause 1 (the General Welfare Clause and the power to provide for the common defense); and Article I, Section 8, Clause 18 (the Necessary and Proper Clause), which grants Congress the authority to make all laws necessary and proper for carrying into execution the foregoing powers.
