MIKE LEVIN\n\n                             of california\n\n                    in the house of representatives\n\n                         Thursday, May 7, 2026\n\n  Mr. LEVIN. Mr. Speaker, I rise today to honor the life and legacy of\nKarel Ann Tharp (nee Schubert), of Capistrano Beach, California, who\npassed away on November 2, 2025. In honor of her passing, I pay tribute\nto and reflect on the life she led and the impact she had on our Nation\nand community in California's 49th District.\n  Karel Ann Tharp is remembered for her vibrant spirit, kindness,\nfierce devotion to her friends and family, and her unwavering\ncommitment to her community. Karel is survived by her devoted husband\nof 61 years, Edward Tharp III; their son, Edward Tharp IV and his wife,\nAmy; daughter, Laura Miles and her husband, Alan; and beloved grandson,\nBrian Tharp and his wife, Stephanie.\n  Karel attended Ganesh High School, where she was a dedicated student,\nspirited cheerleader, and member of the student government. After\nearning her degree from Cal Poly Pomona, she became a cornerstone of\nthe administration office at La Paz Intermediate School. With 20 years\nof service, she is remembered by former students and faculty for her\ndedication, kindness, and work ethic.\n  Karel's passion for community and love for our country drew her to\npolitics, where she became a powerful force in local and national\nefforts to preserve our democracy. Through her mentorship, she shared\nher passion for civic duty with others and inspired countless young\npeople to become politically engaged, creating a lasting impact on the\ncommunity.\n  Karel is remembered for her radiant smile, legendary hospitality, and\ndeep devotion to her friends and family. She nurtured meaningful\nrelationships, maintaining many friendships for over 60 years. Whether\nwith a new acquaintance or an old friend, Karel extended the same\nwarmth and devotion to everyone she met. Karel cherished bringing\npeople together over memorable meals at her dinner parties, creating\nlasting memories for all.\n  Karel's greatest joy was her family. She was a devoted mother and\nNana. She understood the importance of showing up and did so\nenthusiastically. Karel was a constant fixture at every school event,\nsporting match, piano recital, and play. Karel is fondly remembered for\nbeing the loudest cheerleader in the stands for her grandson, Brian,\nsupporting him at wrestling matches at San Clemente High School all the\nway to San Francisco State University.\n  Karel Ann Tharp exhibited a servant's heart and leaves behind a\nlegacy of service, deep love, and commitment.
