Mr. President, today marks 10 years since the murder of\nHonduran environmental leader Berta Caceres. She lost her life after\nrallying her indigenous Lenca community to halt construction of the\nAgua Zarca Dam project.\n  Berta's killers were hired by the corrupt DESA hydroelectric company,\nfinanced by national and international banks. Some have been convicted.\nAll are appealing. Others remain at large, while Berta's organization,\nthe Council of indigenous and Popular Organizations of Honduras,\ncontinues to receive threats.\n  Throughout her life, Berta Caceres not only fought for the rights of\nHondurans; she also built networks of solidarity across the hemisphere,\norganizing opposition against destructive policies, including the\nmilitarization of law enforcement and resource-extractive projects that\nharm indigenous communities and the environment.\n  Impunity for killings of Honduran social activists is endemic, but\nBerta's case shows that accountability is possible. The new Honduran\nGovernment can demonstrate that it is committed to truth, justice, and\nthe rule of law by ensuring that all those involved in her\nassassination are severely punished, as well as those responsible for\nthe hundreds of killings of other human rights and environmental\nactivists in that country.
