MIKE THOMPSON\n\n                             of california\n\n                    in the house of representatives\n\n                      Wednesday, February 25, 2026\n\n  Mr. THOMPSON of California. Mr. Speaker, I rise today to honor Dr.\nMicheal A. Passaglia, a new California Waterfowlers Hall of Fame\nInductee, who is being recognized for his lifelong commitment to the\npreservation of waterfowl and their habitats throughout California.\n  Dr. Passaglia and his wife, Coral, reside in Yuba City and are the\nproud parents of four children: Michael, Jr.; Teal; Patricia; and\nNicholas. He honorabjy served in the United States Navy before pursuing\nhigher education, earning an associate degree from Chabot Junior\nCollege, followed by a Bachelor of Science from the University of\nCalifornia, Berkeley. He later attended the University of the Pacific\nSchool of Dentistry, where he earned his Doctor of Dental Surgery.\n  Throughout his life, Dr. Passaglia has been a steadfast leader in\nwetland conservation and a respected advocate within the waterfowler\ncommunity. He co-founded the C and P Duck Company, which at its height\nmanaged more than 3,500 acres of wetlands, provided individuals with\naccess to responsibly managed hunting lands, and helped promote long-\nterm participation in waterfowling.\n  Dr. Passaglia has been recognized by the California Fish and Game\nCommission for his leadership and experience with the Live Oak Gun\nClub, where he implemented forward-looking wetland habitat management\npractices that significantly increased local waterfowl populations. He\nhas also been recognized for multiple years by the Butte Sink\nLandowners Association for his contributions to improving waterfowl\nhabitat in the region. In addition, he has served as a Board Director\nof the California Waterfowl Association, remains an active member, and\nis also a member of Ducks Unlimited. His philanthropic support includes\ndonating more than $100,000 to the California Waterfowl Association.\n  Dr. Passaglia's induction into the Waterfowlers Hall of Fame is a\nwell-deserved honor. Established in 2006, the Waterfowlers Hall of Fame\nrecognizes individuals who have made extraordinary contributions to\nenhancing waterfowl populations and habitats in California. Inductees\nhave played a critical role in conserving waterfowl by preserving,\nrestoring, and enhancing natural habitats; managing agricultural lands\nwith wildlife in mind; advocating for sound conservation policy; and\nimplementing land-use practices specifically designed to benefit\nnesting and wintering waterfowl populations.\n  Mr. Speaker, I thank Dr. Michael Passaglia for his persistence,\ngenerosity, and decades of service to conservation, our environment,\nand the broader community. His legacy will benefit California's\nwetlands and waterfowl for generations to come.
