DORIS O. MATSUI\n\n                             of california\n\n                    in the house of representatives\n\n                       Monday, February 23, 2026\n\n  Ms. MATSUI. Mr. Speaker, it is with profound sadness that I rise\ntoday to honor the life of Phyllis Johnson, who passed away on January\n13, 2026. Phyllis was a pillar of our community, and her life was\nmarked by unwavering dedication and service to others.\n  Ms. Johnson worked with California State Retirees, Chapter 2, in\nSacramento. As a devoted member, she generously gave her time and\nenergy in numerous leadership roles, serving as both President and Vice\nPresident, and contributing her talents on the Membership Committee.\nPhyllis had a deep passion for supporting fellow members and\nstrengthening the organization she cared so deeply about. She was known\nfor her steady leadership, her willingness to lend a helping hand, and\nher genuine concern for the well-being of others.\n  In addition, Phyllis worked with SEIU Local 1000 as DLC 762 President\nand with the Sacramento Central Labor Council, where she was a tireless\nadvocate. She also served as a member of the City of Galt Commission on\nAging. Phyllis represented state workers, state retirees, working\nfamilies, and seniors.\n  Mr. Speaker, as family, friends, and the community gather to\ncelebrate the life of Phyllis Johnson, I ask my colleagues to join me\nin honoring her remarkable legacy of service and compassion.
