VICENTE GONZALEZ\n\n                                of texas\n\n                    in the house of representatives\n\n                       Monday, February 23, 2026\n\n  Mr. VICENTE GONZALEZ of Texas. Mr. Speaker, I rise today to recognize\nWatch Commander Ruben Garcia, Jr. for his distinguished 25 years of\nservice with the United States Border Patrol.\n  Watch Commander Garcia currently serves at the Harlingen Border\nPatrol Station, a role which he assumed on April 21, 2024. He\npreviously served as Watch Commander at the Hebbronville Station\nbeginning May 22, 2022. Since joining the U.S. Border Patrol on August\n21, 2000, as a member of Class 448, he has demonstrated an unwavering\ndedication to the mission and the men and women he leads.\n  Promoted to Supervisory Border Patrol Agent in December 2008 at the\nMcAllen Station, Mr. Garcia managed the Border Community Liaison\nprogram, served as an Intelligence Officer, and contributed to the\nStation and Sector Confined Space Entry Team. In addition to his many\nroles, he also established the first Border Patrol Explorer Post at the\nMcAllen Station, reflecting his commitment to mentorship and community\nengagement. In 2016, he was selected to serve as a Special Operations\nSupervisor, overseeing the Rio Grande Valley Horse Patrol Unit and\nlater coordinated the unit's participation in the 2017 Presidential\nInauguration Parade in Washington, D.C.\n  Throughout his career, Mr. Garcia has served in multiple leadership\ncapacities, including Acting Deputy Patrol Agent in Charge at McAllen\nand Acting Assistant Chief at Headquarters over Specialty Programs. In\nthis role, he coordinated the National Horse Patrol Program and earned\na Commendation Medal for Meritorious Achievement. Mr. Garcia holds a\nbachelor's degree in criminal justice with a minor in English from the\nUniversity of Texas--Pan American and served eight years in the United\nStates Army Reserves.\n  Mr. Speaker, Watch Commander Ruben Garcia, Jr.'s career reflects\nintegrity, professionalism, and a steadfast commitment to public\nservice.
