The Committee granted, by a record vote of 6-3, a rule providing for consideration of H.R. 4626, the ``Home Appliance Protection and Affordability Act'', and H.R. 4758, the ``Homeowner Energy Freedom Act''. The rule provides for consideration of H.R. 4626, the ``Home Appliance Protection and Affordability Act'', under a closed rule. The rule waives all points of order against consideration of the bill. The rule provides that, in lieu of the amendment in the nature of a substitute recommended by the Committee on Energy and Commerce now printed in the bill, an amendment in the nature of a substitute consisting of the text of Rules Committee Print 119-20 shall be considered as adopted and the bill, as amended, shall be considered as read. The rule waives all points of order against provisions in the bill, as amended. The rule provides one hour of general debate equally divided and controlled by the chair and ranking minority member of the Committee on Energy and Commerce or their respective designees. The rule provides one motion to recommit. The rule further provides for consideration of H.R. 4758, the ``Homeowner Energy Freedom Act'', under a closed rule.
