ROBERT J. WITTMAN\n\n                              of virginia\n\n                    in the house of representatives\n\n                       Friday, February 20, 2026\n\n  Mr. WITTMAN. Mr. Speaker, I rise today to formally recognize an\nexceptional young student, Madeline Brobst, a senior at Franklin\nChristian Academy who has received a perfect composite score of 36 on\nthe ACT exam. Through disciplined study, steady composure during\nexaminations, and unwavering commitment of time and talent, Ms. Brobst\nhas achieved academic success and joined the ranks of the best and\nbrightest students in Tennessee and our country.\n  In addition to her intellectual capability, Ms. Brobst serves as a\nmentor to eighth grade students at Franklin Christian Academy; she is a\nmember of the Student Leadership Team, National Honor Society, and the\nworship team during school chapel services. During her time at Franklin\nChristian Academy, Ms. Brobst has participated in numerous theatrical\nand musical productions.\n  It is with great distinction and pride that I honor Madeline for\nachieving a perfect ACT score, a remarkable feat accomplished by only a\nvery small percentage of students nationwide. This achievement places\nher among the most academically accomplished students in our country\nand reflects a level of brilliance that is truly commendable.\n  Earning a perfect score on the ACT is a testament to remarkable\nintellectual ability, diligent preparation, and an unparalleled\ncommitment to academic excellence. It demonstrates not only mastery\nacross English, Mathematics, Reading, and Science, but also the\npersistence, focus, and determination required to perform at the\nhighest level under rigorous testing conditions.\n  Madeline's dedication to learning and pursuing the highest standards\nof performance speaks to both her exceptional aptitude and her strong\ncharacter. Achievements of this caliber do not occur by chance; they\nare the result of sustained hard work, personal sacrifice, and a\ndevoted commitment to excellence.\n  Mr. Speaker, I ask my colleagues to join me in congratulating\nMadeline Brobst on this milestone of academic distinction.
