The rule provides\nthat, in lieu of the amendment in the nature of a substitute\nrecommended by the Committee on the Judiciary now printed in the bill,\nan amendment in the nature of a substitute consisting of the text of\nRules Committee Print 119-18 shall be considered as adopted and the\nbill, as amended, shall be considered as read. The rule waives all\npoints of order against provisions in the bill, as amended.
