Page H593 Affordable Housing Over Mandating Efficiency Standards Act: The House passed H.R. 5184, to prohibit the Secretary of Energy from enforcing energy efficiency standards applicable to manufactured housing, by a yea-and-nay vote of 263 yeas to 147 nays, Roll No. 12. Pages H595-604 Agreed to amend the title so as to read: ``To authorize the Secretary of Energy to transmit to the Secretary of Housing and Urban Development recommendations for changes to preemptive energy conservation standards applicable to manufactured homes.''.
