Mr. President, I ask unanimous consent that the following motions to commit for the bill H.R. 1 be placed in the Congressional Record: Mr. Gallego moves to commit the bill H.R. 1 to the Committee on Finance of the Senate with instructions to report the same back to the Senate in 3 days, not counting any day on which the Senate is not in session, with changes that-- (1) are within the jurisdiction of such committee; (2) would provide permanent tax relief on overtime wages to working class Americans; and (3) would ensure that giant corporations and the ultra- wealthy pay their fair share of taxes. Mr. Gallego moves to commit the bill H.R. 1 to the Committee on Finance of the Senate with instructions to report the same back to the Senate in 3 days, not counting any day on which the Senate is not in session, with changes that-- (1) are within the jurisdiction of such committee; (2) would strike any provision that cuts Medicaid payments for substance use disorder treatment; and (3) would ensure big corporations and the ultra-wealthy pay a fair share in taxes. H.R. 1 Mr. WELCH. Mr. President, when the Senate considers the reconciliation bill, H.R. 1, it is my intention to make the following motions to commit the bill: A motion to commit the bill to the Committee on Finance with instructions to maintain the Energy Efficient Home Improvement Credit of section 25G of the Internal Revenue Code of 1986, as it is currently in effect, through December 31, 2028. A motion to commit the bill to the Committee on Finance to strike any changes to [[Page S3681]] Medicaid provider tax provisions that impact Medicaid expansion states. A motion to commit the bill to the Committee on Finance to strike any changes to Medicaid provider tax provisions. A motion to commit the bill to the Committee on Finance to allow the use of electronic data sources, auto-renewal, and provisional advanced premium tax credits for verification of eligibility with respect to the tax credit allowed under section 36B of the Internal Revenue Code of 1986. A motion to commit the bill to the Committee on Health, Education, Labor, and Pensions to allow States to determine qualifying events eligible for special enrollment in qualified health plans offered on the American Health Benefit Exchanges. A motion to commit the bill to the Committee on Finance to exempt managed care programs operated by a State government entity from any changes to State-directed payment. A motion to commit the bill to the Committee on Finance to strike provisions that negatively impact care provided at rural hospitals or to the fiscal well-being of rural hospitals. A motion to commit the bill to the Committee on Health, Education, Labor, and Pensions to establish that any Federal student loan payments made during the general forbearance period count towards payment requirements of the public service loan forgiveness program under Section 455(m) of the Higher Education Act of 1965 (20 U.S.C. 1087e(m)). A motion to commit the bill to the Committee on Agriculture with instructions to strike and SNAP administrative cost- shifts to States. A motion to commit the bill to the Committee on Agriculture with instructions to make strong investments in organic farmers and businesses, including improvements for the Organic Certification Cost Share Program, support for organic supply chains, improvements in organic data collection, and continued efforts to address fraudulent organic imports and to protect the integrity of the organic seal. A motion to commit the bill to the Committee on Agriculture with instructions to make changes that would allow volunteer work to qualify as work under work requirements in the Supplemental Nutrition Assistance Program. A motion to commit the bill to the Committee on Finance with instructions to revise section 48E of the Internal Revenue Code of 1986 to make investments in retrofitting or partially upgrading a qualified facility a qualified investment. ____________________ |
