Mr. President, when the Senate considers the\nreconciliation bill, H.R. 1, it is my intention to make the following\nmotions to commit the bill:\n\n       1. A motion to commit the bill to the Committee on Finance\n     of the Senate with instructions to report changes that (1)\n     would strike any provision that cuts funding for Medicaid;\n     and (2) would ensure big corporations and the ultra-wealthy\n     pay a fair share in taxes.\n       This motion to commit is supported by Senators Cantwell,\n     Bennet, Warner, Whitehouse, Hassan, Cortez Masto, Warren,\n     Sanders, Smith, Lujan, Warnock, Welch, Alsobrooks, Baldwin,\n     Blumenthal, Blunt Rochester, Booker, Gallego, Gillibrand,\n     Hickenlooper, Hirono, Kaine, Kelly, Kim, Markey, Murray,\n     Padilla, Peters, Reed, Rosen, Schumer, and Van Hollen.\n       It is also supported by Accountable.US, AFL-CIO, American\n     Association of People with Disabilities, American Federation\n     of State, Bazelon Center for Mental Health Law, County and\n     Municipal Employees, Catholic Health Association of the\n     United States, Families USA, First Focus Campaign for\n     Children, Justice in Aging, Leading Age, Medicare Rights\n     Center, National Association of Community Health Centers,\n     National Council on Independent Living, National Health Law\n     Program, National Women's Action Fund, Planned Parenthood\n     Federation of America, and UnidosUS.\n       2. A motion to commit the bill to the Committee on Finance\n     of the Senate with instructions to report changes that would\n     (1) increase annual funding for the Child Care Entitlement to\n     States established in section 418 of the Social Security Act\n     to at least $20,000,000,000 per year; (2) provide an\n     additional $5,000,000,000 to such Child Care Entitlement to\n     States annually to provide new grants to improve child care\n     workforce, supply, quality, and access in areas of particular\n     need, including rural communities; and (3)\n\n[[Page S3677]]\n\n     eliminate provisions that would cut taxes for millionaires\n     and billionaires.\n       This motion to commit is supported by Senators Warren,\n     Smith, and Booker.\n       3. A motion to commit the bill to the Committee on Finance\n     of the Senate with instructions to report changes that would\n     (1) strike any provision that forces families to sell their\n     home to qualify for long-term care in Medicaid; and (2) would\n     ensure big corporations and the ultra-wealthy pay a fair\n     share in taxes.\n       4. A motion to commit the bill to the Committee on Finance\n     of the Senate with instructions to report changes that would\n     (1) strike any provision that makes it harder for States to\n     expand Medicaid to cover uninsured residents; and (2) would\n     ensure big corporations and the ultra-wealthy pay a fair\n     share in taxes.\n       5. A motion to commit the bill to the Committee on Finance\n     of the Senate with instructions to report changes that would\n     (1) strike any provision that creates a sick tax by charging\n     Medicaid enrollees living on low incomes new copayments; and\n     (2) would ensure big corporations and the ultra-wealthy pay a\n     fair share in taxes.\n       6. A motion to commit the bill to the Committee on Finance\n     of the Senate with instructions to report changes that would\n     (1) strike any provision that locks kids out of the\n     Children's Health Insurance Program; and (2) would ensure big\n     corporations and the ultra-wealthy pay a fair share in taxes.\n       7. A motion to commit the bill to the Committee on Finance\n     of the Senate with instructions to report changes that would\n     (1) strike any provision that imposes waiting periods for\n     health care on kids enrolled in the Children's Health\n     Insurance Program; and (2) would ensure big corporations and\n     the ultra-wealthy pay a fair share in taxes.\n       8. A motion to commit the bill to the Committee on Finance\n     of the Senate with instructions to report changes that would\n     (1) strike any provision that imposes lifetime limits on\n     health care for kids enrolled in the Children's Health\n     Insurance Program; and (2) would ensure big corporations and\n     the ultra-wealthy pay a fair share in taxes.\n       9. A motion to commit the bill to the Committee on Finance\n     of the Senate with instructions to report changes that would\n     (1) strike any provision that will take nurses out of nursing\n     homes; and (2) would ensure big corporations and the ultra-\n     wealthy pay a fair share in taxes.\n       10. A motion to commit the bill to the Committee on Finance\n     of the Senate with instructions to report changes that would\n     (1) strike any provision that defunds Planned Parenthood; and\n     (2) would ensure big corporations and the ultra-wealthy pay a\n     fair share in taxes.\n       11. A motion to commit the bill to the Committee on Finance\n     of the Senate with instructions to report changes that would\n     (1) strike any provision that cuts Medicaid payments and\n     restricts access to abortion; and (2) would ensure big\n     corporations and the ultra-wealthy pay a fair share in taxes.\n       12. A motion to commit the bill to the Committee on Finance\n     of the Senate with instructions to report changes that would\n     (1) strike any provision that bans States from covering\n     gender-affirming care in Medicaid for all enrollees; and (2)\n     would ensure big corporations and the ultra-wealthy pay a\n     fair share in taxes.\n       13. A motion to commit the bill to the Committee on Finance\n     of the Senate with instructions to report changes that would\n     (1) would strike any provision that cuts Medicaid payments\n     rural hospitals need to stay open; and (2) would ensure big\n     corporations and the ultra-wealthy pay a fair share in taxes.\n       14. A motion to commit the bill to the Committee on Finance\n     of the Senate with instructions to report changes that would\n     (1) strike any provision that cuts Medicaid payments, forcing\n     States to cut K-12 education and public safety; and (2) would\n     ensure big corporations and the ultra-wealthy pay a fair\n     share in taxes.\n       15. A motion to commit the bill to the Committee on Finance\n     of the Senate with instructions to report changes that would\n     (1) strike any provision that cuts Medicaid payments, forcing\n     States to cut home care seniors and kids with disabilities\n     need to live at home; and (2) would ensure big corporations\n     and the ultra-wealthy pay a fair share in taxes.\n       16. A motion to commit the bill to the Committee on Finance\n     of the Senate with instructions to report changes that would\n     (1) strike section 71101; and (2) would ensure big\n     corporations and the ultra-wealthy pay a fair share in taxes.\n       17. A motion to commit the bill to the Committee on Finance\n     of the Senate with instructions to report changes that would\n     (1) strike any provision that strips Medicare coverage from\n     victims of human trafficking, refugees, and asylum seekers;\n     and (2) would ensure big corporations and the ultra-wealthy\n     pay a fair share in taxes.\n       18.
