Page S1391 Measures Failed: Energy National Emergency Declaration: By 47 yeas to 52 nays (Vote No. 95), Senate failed to pass S.J. Res. 10, terminating the national emergency declared with respect to energy, after Committee on Energy and Natural Resources was discharged from further consideration.
