Res. 11) providing for a joint session of Congress to receive a message from the President. There being no objection, the Senate proceeded to consider the concurrent resolution. Mr. THUNE. Mr. President, I ask unanimous consent that the resolution be agreed to and that the motion to reconsider be considered made and laid upon the table with no intervening action or debate.
