CAROLYN B. MALONEY\n\n                              of new york\n\n                    in the house of representatives\n\n                       Tuesday, December 20, 2016\n\n  Mrs. CAROLYN B. MALONEY of New York. Mr. Speaker, I rise to pay\ntribute to Mr. Carlo Scissura, who is receiving Greenpoint YMCA's\nSpirit of Service Award, given in recognition of Mr. Scissura's efforts\nto better the community in which he lives and works. Mr. Scissura has\nworked to expand and strengthen the Brooklyn Chamber of Commerce,\nmaking it the largest and fastest-growing Chamber of Commerce in New\nYork State.\n  In 2012, Mr. Scissura became President and CEO of the Brooklyn\nChamber of Commerce. The Chamber is one of New York's premiere business\nadvocacy and leadership organizations. Under Mr. Scissura's leadership,\nmembership in the Chamber has grown by more than 200 percent. Mr.\nScissura has launched a series of highly successful and innovative\nprograms, including Explore Brooklyn, Brooklyn-Made and Chamber on the\nGo, leading to a historic period of growth and development in the\nChamber. The Brooklyn Chamber of Commerce has become a national model\nfor business development, outreach and technical assistance, and\nregional branding.\n  Prior to joining the Chamber, Mr. Scissura served as both Chief of\nStaff and General Counsel to former Brooklyn Borough President Marty\nMarkowitz. In this role, Mr. Scissura focused on advancing the\nBorough's economic development agenda. Mr. Scissura worked alongside\nthe Mayor's Office, Council, and Economic Development Corporation\n(EDC), and served on the boards of EDC, the Brooklyn Navy Yard\nDevelopment Corporation and Brooklyn Public Library.\n  In addition to his professional success, Mr. Scissura has a long\nhistory of service to his community. This began nearly twenty years\nago, when he was elected to Community School Board 20 in 1999. During\nhis time on the Board, Mr. Scissura reinvigorated various Drug and\nAlcohol Abuse Prevention Committees. In recognition of his outstanding\ndedication, Mr. Scissura was appointed to the Community Education\nCouncil in 2004, where he served as President and Chairman of the\nLegislative Committee. In this position, Mr. Scissura continued his\nadvocacy for increased community and parental involvement. Today, Mr.\nScissura serves as Vice President of the Federation of Italian-American\nOrganizations, where he has led the construction of the new Italian\nCultural and Community Center. Mr. Scissura has received numerous\nhonors and awards for these contributions to his community.\n  Mr. Scissura was born and raised in Bensonhurst, and currently\nresides in Dyker Heights.
