Under the previous order, the Senate stands in recess until 3 o'clock. Thereupon, at 2:17 p.m., the Senate recessed until 3:03 p.m. and reassembled when called to order by the Presiding Officer (Ms. Klobuchar). The PRESIDING OFFICER. In my capacity as a Senator from the State of Minnesota, I suggest the absence of a quorum. The clerk will call the roll. The legislative clerk proceeded to call the roll. Ms. MIKULSKI.
