An act to establish a program within the National\n     Oceanic and Atmospheric Administration and the United States\n     Coast Guard to help identify, determine sources of, assess,\n     reduce, and prevent marine debris and its adverse impacts on\n     the marine environment and navigation safety, in coordination\n     with non-Federal entities, and for other purposes.\n       S. 707. An act to reduce preterm labor and delivery and the\n     risk of pregnancy-related deaths and complications due to\n     pregnancy, and to reduce infant mortality caused by\n     prematurity.\n       S. 895. An act to clarify certain land use in Jefferson\n     County, Colorado.\n\n  Under the authority of the order of the Senate on December 9, 2006,\nthe enrolled bills were signed on December 14, 2006, subsequent to the\nsine die adjournment, by the Acting President pro tempore (Mr. Lott).\n  Under the authority of the order of the Senate of January 5, 2005,\nthe Secretary of the Senate, on December 18, 2006, subsequent to the\nsine die adjournment of the Senate, received a message from the House\nof Representatives announcing that the House agreed to the amendment of\nthe Senate to the bill (H.R. 482) to provide for a land exchange\ninvolving Federal lands in the Lincoln National Forest in the State of\nNew Mexico, and for other purposes.\n  The message also announced that the House agreed to the amendment of\nthe Senate to the bill (H.R. 486) to provide for a land exchange\ninvolving private land and Bureau of Land Management land in the\nvicinity of Holloman Air Force Base, New Mexico, for the purpose of\nremoving private land from the required safety zone surrounding\nmunitions storage bunkers at Holloman Air Force Base.\n  The message further announced that the House agreed to the amendment\nof the Senate to the bill (H.R. 1245) to provide for programs to\nincrease the awareness and knowledge of women and health care providers\nwith respect to gynecologic cancers.\n  The message also announced that the House agreed to the amendments of\nthe Senate to the bill (H.R. 4588) to reauthorize grants for and\nrequire applied\n\n[[Page S11857]]\n\nwater supply research regarding the water resources research and\ntechnology institutes established under the Water Resources Research\nAct of 1984.\n  The message further announced that the House agreed to the amendment\nof the Senate to the bill (H.R. 6143) to amend title XXVI of the Public\nHealth Service Act to revise and extend the program for providing life-\nsaving care for those with HIV/AIDS.\n  The message also announced that pursuant to section 1238(b)(3) of the\nFloyd D. Spence National Defense Authorization Act for fiscal year 2001\n(22 U.S.C. 7002), amended by division P of the Consolidated\nAppropriations Resolution, 2003 (22 U.S.C. 6901), the Speaker\nreappoints the following member on the part of the House of\nRepresentatives to the United States China Economic and Security Review\nCommission: Mr. Larry Wortzel of Williamsburg, Virginia, for a term\nexpiring December 31, 2008.\n  The message further announced that pursuant to section 206 of the\nJuvenile Justice and Delinquency Prevention Act of 1974 (42 U.S.C.\n5616), the Speaker reappoints the following member on the part of the\nHouse of Representatives to the coordinating Council on Juvenile\nJustice and Delinquency Prevention: Ms. Adele I. Grubbs of Georgia, to\na one-year term and Ms. Pamela F.
