Mr. Speaker, as I noted during the December 8, 2006,\ndebate on H.R. 6407, the Postal Accountability and Enhancement Act,\nthis legislation reflects the final version of H.R. 22, the Postal\nAccountability and Enhancement Act as passed by the House and Senate.\n  H.R. 22 passed the House on July 26, 2005 by a vote of 410-20, and\nthe Senate then passed H.R. 22 with an amendment by Unanimous Consent\non February 9, 2006.
