Res. 866\n\n       Resolved, That upon adoption of this resolution it shall be\n     in order to consider the conference report to accompany the\n     bill (H.R. 4818) making appropriations for foreign\n     operations, export financing, and related programs for the\n     fiscal year ending September 30, 2005, and for other\n     purposes. All points of order against the conference report\n     and against its consideration are waived. The conference\n     report shall be considered as read.\n       Sec. 2. Upon the adoption of this resolution it shall be in\n     order without intervention of any point of order to consider\n     in the House and joint resolution (H.J. Res. 114) making\n     further continuing appropriations for the fiscal year 2005,\n     and for other purposes. The joint resolution shall be\n     considered as read for amendment. The previous question shall\n     be considered as ordered on the joint resolution to final\n     passage without intervening motion except: (1) one hour of\n     debate on the joint resolution equally divided and controlled\n     by the chairman and ranking minority member of the Committee\n     on Appropriations; and (2) one motion to recommit.\n       Sec. 3.
