HOWARD L. BERMAN\n\n                             of california\n\n                    in the house of representatives\n\n                      Thursday, December 17, 1998\n\n  Mr. BERMAN. Mr. Speaker, I rise today to pay tribute to World Wins\nCorporation and its president, Wilda Spalding. I'm convinced that if\nthere were more people like Wilda Spalding, than such lofty goals as\nworld peace would not seem nearly so elusive. For 25 years, Ms.\nSpalding, the President of World Wins Corporation, has waged a one-\nperson campaign in support of universal human rights, peace, and\njustice. She has devoted an incredible amount of her own time and\nresources in this effort. Among her proudest accomplishments was\nworking with the United Nations to establish the UN's Year of the\nChild.\n  I first became aware of Ms. Spalding in the summer of 1998, when\nWorld Wins Corporation issued a medal of excellence to my close friend,\nBlinky Rodriguez. Blinky is the architect of the Valley Peace Treaty,\nwhich during the past five years has brought about a remarkable\nreduction in the number of gang killings in the Northeast San Fernando\nValley.\n  Those of us who live and work in the Northeast Valley are well aware\nof Blinky's work, and we were all very moved when he was recognized by\nWilda Spalding and World Wins Corporation. Blinky joined 14 other\nwinners of the Medal of Excellence in Geneva, Switzerland, where he was\nfeted in front of an international audience of dignitaries.\n  I will always be grateful to Ms. Spalding for bestowing this\nprestigious and richly-deserved honor on Blinky.\n  I ask my colleagues to join me in saluting Wilda Spalding, President\nof World Wins Corporation, for her dedication to making ours a better\nworld.
