RES. 304\n\n Mr. LOTT. Mr. President, I would like to make some clarifying\nremarks regarding the resolution recently agreed to by the Senate, S.\nRes. 304. This resolution will approve certain regulations to implement\nprovisions of the Congressional Accountability Act. These regulations\nare approved to the extent they are consistent with the Congressional\nAccountability Act. In that regard, section 220(c)(3) of that act\nallows for judicial review of negotiability issues, although it limits\nwho may seek review.
