J. ROY ROWLAND ______ speech of HON. CARLOS J. MOORHEAD of california in the house of representatives Thursday, October 6, 1994 Mr. MOORHEAD. Mr. Speaker, Congressman Roy Rowland is leaving the U.S. Congress after a dozen years of valuable service and numerous contributions to his Nation, his State, and the residents of his district. I have gotten to know Dr. Rowland better since he joined the Energy and Commerce Committee 6 years ago. In this capacity as the only medical doctor on the committee, he has made outstanding contributions to the committee's unparalleled record of achievement. He was especially active in the recent and all-consuming health care debate. Roy Rowland's experience and insights were of enormous help to his colleagues as we worked to understand and solve the problems within this most important and complex of industries. Mr. Speaker, I want to express my gratitude to Dr. Rowland for his friendship and support and wish him all the best as he departs the Congress and begins another chapter in his very successful life. ____________________
