would increase the penalties for threats and violence against law enforcement officers, judges, and courtroom personnel, including the application of the death penalty, and also impose time limits and substantive limits on Federal courts\u2019 review of habeas corpus petitions challenging a State court conviction for killing a law enforcement officer, judge, or other public safety officer;\r\n\r\nH.R. 1758, the \"Open Air Drug Market Penalty Act,\" would amend the Controlled Substances Act to provide an additional five years imprisonment for knowingly committing a Federal drug offense within 500 feet of the place where any similar offense was committed in the preceding 48 hours;\r\n\r\nH.R. 2363, the \u201cPeace Officer Justice Act,\u201d would make the murder of a law enforcement officer and subsequent flight to a foreign nation a Federal crime punishable by death or life imprisonment; \r\n\r\nH.R. 2601, the \"Foreign Relations Authorization Act, Fiscal Years 2006 and 2007\"\r\n\r\nH.R. 2942, the \u201cSexual Predator Sentencing Act,\u201d would raise the mandatory minimum sentences for first-time sex offenders and increase the penalty for criminals convicted of a second sexual offense to life;\r\n\r\nH.R. 3020/S. 1368, the \u201cUnited States Parole Commission Extension and Sentencing Commission Authority Act,\u201d which would extend the auhtority of the U.S. Parole Commission for an additional three years\r\n\r\nH. Res. 85, a resolution expressing the sense of Congress that a postage stamp should be issued to honor law enforcement officers killed in the line of duty;\r\n\r\nS. 122, the \u201cFederal Death Penalty Abolition Act,\u201d would abolish the death penalty option for all Federal crimes which currently carry that penalty;\r\n\r\nS. 344, legislation to link together the offenses and sentencing enhancements under Federal law for criminals who sell drugs to individuals under the age of 21, who sell or manufacture drugs in or near schools and colleges, or who employ children under 18 years of
