The intent of this legislation was to streamline licensing of hydro-power projects making them comparable to those of nuclear and wind. It would help to modernize federal policies by designating FERC as the lead agency for hydro-power projects to help promote this affordable-renewable energy source. This bill was introduced by Rep. Derek Kilmer and would prohibit the Department of Defense from continual implementation of a revised per diem reimbursement schedule for its civilian and military employees based upon duration of assignment. The bill nullifies the DOD policy implemented on Nov. 1, 2014, regarding reductions in per diem allowances based on the duration of temporary duty assignments or civilian travel. The bill amends the National Defense Authorization Act for Fiscal Year 2017 to repeal the modifications to the flat rate per diem requirements for DOD military and civilian personnel on long-term temporary duty assignments so that they revert to a fairer system of reimbursement.
