DTV legislation should include a strong multicasting provision which would allow local stations to split their digital signals in order to provide multiple streams of programming. This additional programming will expand the concept of localism and allow local stations to provide news, weather, sports, and community programming for the benefit of the public. It would allow neighboring businesses to collaborate with local stations to build programming and in so doing, lower advertising costs to small businesses.
