DoD was granted authority to overhaul its personnel system by the National Defense Authorization Act of 2004 (PL 108-375). Unfortunately, DoD exceeded its congressional authorization by assaulting the civil service and collective bargaining rights of its employees. This affects IBEW members employed at numerous DoD facilities such as Army, Navy and Air Force Bases, as well as naval shipyards, Army Corps of Engineer power plants, navigation locks and dams. IBEW members employed by DoD are threatened with the loss of wages, seniority, and working conditions.
