R. 1144 - domestic AND international focus). Letter to House urging support for and passage of the bill. This critical and comprehensive legislation is vital for the continued prevention of trafficking, protection of survivors, and prosecution of perpetrators. This bill has a proven track record of broad, bipartisan support, having passed the House with overwhelming consensus in the last two Congresses (as H.R. 5856 and H.R. 6552). Despite this, it has yet to be reauthorized. BI-PARTISAN VENEUZUELA WAR POWERS RESOLUTION, S.J.RES. 90: Letter urging Congress to support the Kaine-Paul war powers resolution and prevent a march to war with Venezuela, as the Administration continues to escalate against the country, both via boat strikes and the implicit and explicit threat of regime change. The Venezuela War Powers Resolution would require President Trump to withdraw U.S. forces from imminent hostilities with Venezuela which have not been congressionally authorized. This WPR may come to the Senate floor for a vote imminently and would require only a change of a few votes from the October 8th War Powers vote in order to succeed. The letter outlines both how Trump and Secretary Rubio's regime change campaign against Venezuela is unconstitutional and illegal, and how broadly opposed it is by the American public (53% of Americans are against using U.S. military to overthrow Maduro while only 18% support the idea). The letter also describes the potentially catastrophic consequences of a regime change war in Venezuela, including mass civilian death, renewed migration crises, and a power vacuum that could empower the very drug cartels the administration claims to target. It notes the potentially politically ruinous effect those consequences could have on politicians seen as supporting the war, such as was the case with regime change efforts in Libya and Iraq. U.S. MILITARY ACTION IN THE CARIBBEAN: Letter to Congress responding to the U.S. strikes in the Caribbean that have killed at least 17 people, largely believed to be fishermen or migrants. The letter's goals are to help inform congressional offices and encourage support for the various congressional initiatives on War Powers Resolutions (WPRs). The present administrations economic threats and coercive measures have created such fear in the region that few governments or leaders have been willing to condemn these extrajudicial executions or the escalating risk of war under the false pretext of combating narco-terrorism. This makes a letter of broad support all the more urgent-not only to send a clear message to Congress and, through it, to the Administration, but also to show the people of Latin America and the Caribbean that they are not alone, and that civil society and policy organizations are pressing every legal avenue to prevent what could otherwise become a devastating course of events with lasting consequences for the region. REQUEST FOR FORMAL INVESTIGATION OF EXECUIVE OVERREACH RE: MILITARIZED RESPONSES IN VENEZUELA: Letter urging U.S. Congress to formally investigate the unlawful use of the U.S. military in Venezuela, which includes extrajudicial killings of people on board three boats in the high seas alleged to be transporting drugs as well as the deployment of federal troops to U.S. cities. PEACE IN GAZA, AND THE MIDDLE EAST: Interfaith letter to World Leaders, including the U.S. President, responding to the atrocities in Gaza as a powerful and unified faith voice amid devastating times. The text of this letter was finalized before the ceasefire deal announced on October 8, 2025. The ceasefire is a welcome step. As the letter indicates, we celebrate the return of hostages and detainees, but insist there is still a need for a comprehensive and permanent ceasefire and for the conditions that will lead to a just and lasting peace. World leaders must now redouble their efforts to ensure the terms of the deal are not violated and a permanent peace is realized. The futures of Palestinians, Israelis and all people of the Middle East are intertwined. For durable peace, the needs of all communities, especially the most marginalized, are heard, honored, and fully addressed. ENSURE A SUSTAINED CEASEFIRE AND ROBUST HUMANITARIAN AID IN GAZA & WEST BANK: NAC sent a blast to all the Foreign Policy LAs in Congress alerting them to a large coalition of 40 Christian organizations having launched an economic resistance campaign focused on tech company Palantir (https://investigate.afsc.org/company/palantir) and Chevron (https://afsc.org/BoycottChevron) for their complicity in the war, supporting Israels policies of ethnic cleansing through artificial intelligence and surveillance contracts with the Israeli military, as well as through public statements of support. The message asked each Congressmember to take effective actions to ensure a sustained ceasefire and robust humanitarian aid as a first step, such as contacting President Trump to stay on top of this issue or by supporting related resolutions/bills to exert leverage, such as HR 3565 Stop the Bombs or opposing annexation of the West Bank. TURNING DEBT INTO HOPE GRASSROOTS LOBBYING: Grassroots Lobbying targeting the President. The late Pope Francis said, We cannot be content to hope; we have to organize hope. We can organize our hope and Turn Debt Into Hope for billions of people! NAC invited Sisters, Partners-in-Mission, and Action Alert Friends, to join the Jubilee effort by signing a petition aimed at the G7 and G20 about forgiving debt to developing nations. INCLUDE UNWRA IN GAZA RECOVERY PLAN: Letter offering organizational support to a letter to Secretary Rubio in response to his comment that UNRWA will have no role in Gazas future. --UNRWA is still on the ground in Gaza and remains the backbone of the humanitarian response. UNRWAs neutrality and impartiality has been independently investigated and affirmed by four independent bodies and it is (past) time for the Agency to be fully enabled to continue fulfilling its mandate in accordance with international humanitarian principles, until a just and lasting solution to the plight of Palestine refugees is secured.
