It clarifies what a covered housing provider is, prohibits covered housing providers from evicting survivors based on the criminal activities of abusive partners, and, in case of a 'family breakup,' requires covered housing providers to allow survivors to establish their eligibility for housing assistance or give them 180 days to establish eligibility or find new housing. It requires HUD to establish an emergency transfer process that prioritizes emergency transfers over non-emergency transfers and waiting lists and to establish a Violence Against Women Director within HUD. It prohibits jurisdictions receiving VAWA grants from penalizing survivors who call law enforcement, and developing memoranda of understanding re: emergency transfers between covered housing providers participating in local continua of care. It also reauthorizes transitional housing grants. H.R.1585 passed the House of Representatives, and S.2843 is its companion bill. we are currently working with the Senate to craft a bipartisan compromise bill. During the COVID-19 crisis, we are asking for supplemental funding for programs that provide housing for survivors such as VAWA transitional housing and the HUD DV bonus.
