To amend the Consumer Financial Protection Act to require rules issued by the CFPB pursuant to the FDCPA must require collectors to obtain a consumers prior consent to contact them in any method other than via postal mail or telephone; to prohibits rules issued by the CFPB pursuant to the FDCPA from waiving compliance with the ESIGN Act; and to require rules issued by the CFPB pursuant to the FDCPA must allow consumers to opt-out of any method of communication and to withdraw prior consent to modes of communication. H.R. 5034 - Fair Debt Collection Improvement Act - To amend the FDCPA to prohibit debt collectors from collecting, or attempting to collect, on a debt of a consumer with respect to which the statute of limitations has expired, and for other purposes. H.R. 5287 - Fair Student Loan Debt Collection Practice Act - To amend the FDCPA to prohibit debt collectors from attempt to collect a federal student loan debt (meaning a loan made, insured or guaranteed under Title IV) during the period when the borrower would not be required to make a payment under an income-drive repayment plan.
