Deals with non-transplant body and tissue donations and does not impact organ donation by creating standards for: Registration: Anyone who acquires or transfers a human body or human body part for education, research, or the advancement of medical, dental or mortuary science (and not for use in human transplantation) must register with the Secretary of Health & Human Services. Inspection: The Secretary shall inspect the registrants premises at regular intervals. Chain of Custody: A registrant shall compile or maintain a record for each case. Labeling and Packaging: All human bodies and human body parts must be labeled and packaged in accordance with applicable laws. Disposition: Proper disposition of a human body or human body part will take place by returning it to a donors relative or personal representative or carrying out the final disposition. Fees: A fee for registration and renewal shall be established and reviewed annually based on the projected cost of implementing and enforcing this section (including inspections). Violations: Any person found in violation shall be fined in accordance with title 18, United States Code, and the Secretary may suspend or revoke their registration.
