It requires HUD to establish an emergency transfer process that prioritizes emergency transfers over non-emergency transfers and waiting lists and to establish a Violence Against Women Director within HUD. It prohibits jurisdictions receiving VAWA grants from penalizing survivors who call law enforcement, and developing memoranda of understanding re: emergency transfers between covered housing providers participating in local continua of care.
