The prescription drug benefit for seniors is inadequate, unaffordable, and discriminates against retirees that have employer-sponsored health benefits. Seniors would be subject to enormous out-of-pocket costs due to gaps in coverage from Medicare. Other bill reference (H.R. 1). The IBEW opposed asbestos legislation (S. 1125) urging support of a national asbestos trust fund that would provide a fair and timely compensation to victims impaired by asbestos in the construction, telecommunication, utility, manufacturing, railroad and shipbuilding industries. The IBEW objected to language that: Imposes evidentiary burdens that are difficult to meet; establishes restrictive medical criteria that are more stringent than other bankruptcy trusts; sets up inadequate levels of compensation that are far lower than what victims now receive; pre-empts asbestos-related compensation for railroad workers covered by Federal Employers' Liability Act (FELA); creates a new asbestos court with broad, non-reviewable powers; and imposes an absolute cap on companies' liability, leaving workers to bear all the risk if claims projections are exceeded.
