This legislation would provide nearly $35 billion annually to modernize U.S. water infrastructure. The WATER Act funds infrastructure projects by closing a loophole on offshore corporate profits. The WATER Act would make these profits subject to U.S. tax in the year they are generated and ensure that all funds would go to publicly-owned water systems, rather than for-profit providers. DETROIT PRESS BY TODD SPANGLER WASHINGTON - U.S. Rep. John Conyers, D-Detroit, is proposing creating a multi billion-dollar fund to pay for repairing water infrastructure around the country -- and replacing lead service lines like those found in Flint and elsewhere -- by forcing American companies to pay taxes in the U.S. on overseas profits. Conyers said the U.S. Environmental Protection Agency has estimated nearly $700 billion is needed to address drinking water and wastewater system needs over the next two decades and his Water Affordability, Transparency, Equity and Reliability (WATER) Act would provide that funding. At a news conference on Capitol Hill on Tuesday, Conyers unveiled the legislation, which has eight cosponsors, including one other Michigander, U.S. Rep. Brenda Lawrence, D-Southfield.
