The purpose of the amendment was to provide further clarifying language for the Department of Transportation to carry out the intent of a program created in TEA-21 under Section 5117(b)(3), which established a nationwide interoperable Intelligent Transportation System (ITS). By directing the Department of Transportation to carry out the intent of Congress, it would provide states with another tool to enhance safety and fight traffic congestion. It would create immediate job opportunities for hundreds of IBEW members, and increase efficiencies throughout the U.S. marketplace by reducing the hours and fuel consumption lost in traffic congestion. (Ltr. 7/10/01 & Ltr. 8/20/01) IBEW urged support for a budget increase allotment to Amtrak for the continued funding of higher levels of service, and heightened security measures. Amtrak asked the federal government to provide emergency funds so they can boost security, acquire rolling stock, improve infrastructure and safely handle increased ridership. (Ltr. 9/27/01-LU 2270).
