Includes discussions of CEQ proposal to insert "future climate impacts" as a required part of analysis under NEPA and USFWS use as rationale for expansion of critical habitat designations under ESA. 7. Educating policmakers on the need for a robust domestic minerals policy to support the U.S. economic, energy and natural security interests.
