H.R. 872 would amend the Federal Insecticide, Fungicide and Rodenticide Act (FIFRA) and the Clean Water Act (CWA) to clarify that CWA permits are not needed when a pesticide is applied in accordance with a FIFRA-approved label. S. 493, the Small Business Innovation Research and Small Business Technical Transfer Reauthorization Act. (Supported Amendments): Amendment 183 would preempt the Environmental Protection Agency (EPA) from regulating greenhouse gases under the Clean Air Act; Amendment #161 to repeal the new IRS Form 1099 reporting requirements and to use health credit recapturing as the pay-for; Amendment #212 to repeal a new 3 percent withholding tax on government payments for goods and services and to pay-for the bill using unobligated funds; Amendment #175 to prohibit EPA from issuing, implementing, administering or enforcing rules concerning numeric nutrient standards for Florida waters. (Opposed Amendments): Amendment #236 which approves EPAs plan to regulate greenhouse gases. The EPA plan would inevitably raise fertilizer and energy costs. Farmers and ranchers have limited ability to pass these costs on to consumers; amendment #249 to eliminate the Volumetric Ethanol Tax Credit (VEETC) for ethanol unless it qualifies as an advanced biofuel (cellulosic ethanol and biomass-based diesel) and to reduce the tariff on imported ethanol by the amount of the tax credit available to domestic ethanol; and Amendment #220 to eliminate the tax incentives for ethanol; Amendment #215 would delay EPA action on greenhouse gases for two year; Amendment # 265 would provide a two-year delay in regulation of stationary sources; Amendment #277 is very similar to #265 but which retains requirements to report GHG emissions.
