The amendment would provide further clarifying language for the Department of Transportation to carry out the intent of a program created in TEA-21 under Section 5117(b)(3), which established a nationwide interoperable Intelligent Transportation System (ITS).  The proposed amendment would not require an appropriation, but would make program dollars available for a public/private partnership which has already returned $50,000 in revenue sharing to Pennsylvania.
