HUD should redesign all federal rental housing programs to meet affirmative obligations to address segregation, with both strong standards (that is, mandatory requirements) and strong incentives for mobility and affordable housing siting. In the Section 8 program, HUD should implement smallarea Fair Market Rents to increase the range of neighborhoods available to voucher holders. HUD should revise the Section 8 Management Assessment Program (SEMAP) and Section 8 Administrative
Fee system to reward PHAs for improved opportunity outcomes for families. Additionally, the voucher portability process should be revised to minimize hurdles and information barriers for clients.
